The best way to reach your audience with long pieces of information (policies, etc.) is by:

Create a Note as a part your Post in any group. Use the Post to outline the contents of the Note and to grab attention, while the Note will not only be accessible through the Post, but also in the Files section of the Group. Alternatively, you can access all your Notes and create a new one through your Home left panel.
Create a Note in your Knowledge Library – others can save the content as PDFs through the Print option. You can also embed links or downloadable files to your note. Find more details here.
