Can Acceptable Usage Policies be translated automatically?

Not automatically. However, depending on the Team, you can create different acceptable usage policies and translate them according to the Team.

If we update the usage policy later, can we set it to pop up again for people to accept?

Post-launch, the only way to re-issue terms and conditions is via an acknowledgement post.
