Microsoft 365 Copilot licensing and prerequisites

Licence model

• Microsoft 365 Copilot is available as an add-on to eligible Microsoft 365, Office 365 and related plans.
• Eligible commercial plans include Business Basic, Business Standard, Business Premium, Microsoft 365 E3/E5/E7, Microsoft 365 F1/F3, Office 365 E1/E3/E5/F3 and other plans listed by Microsoft.
• Users must be individually assigned the Copilot licence before they can use Microsoft 365 Copilot features.

Minimum requirements

• The user needs an eligible base subscription.
• The user’s primary mailbox must be in Exchange Online for mailbox-grounded Copilot scenarios.
• The user needs a Microsoft Entra ID work or school account.
• Supported browsers, platforms and network access must be available.

Readiness checks before buying

• Check whether the user population has eligible base licences.
• Check whether accounts have Exchange Online mailboxes.
• Review SharePoint permissions, sensitivity labels and governance because Copilot respects existing access.
• Consider phased rollout to prioritise users with the clearest business case.
