If comments are disabled on a News article, can users still react?

Yes. Disabling comments on a News article does not remove the ability to react to it.

What happens to a News article if its author is deleted?

The article remains, but must be reassigned to a new author in the “Manage News” section by editing the article. Once the new author is assigned, the article becomes visible to the selected audience again.
