No, newsletters can’t be sent to external users. However, the newsletter is still delivered successfully to any internal users in the Space.

It really depends on how important it is to deliver content in each local language. If you want all users to receive the newsletter in their preferred language, creating separate versions (for example EN / NL / FR) and targeting each to the relevant audience segment is the cleanest solution.
